signoff 0.2.0

Signoff adds convention-over-configuration approval workflows to ActiveRecord models. Declare states and transitions with a simple DSL, get submit!/approve!/reject! methods, authorization hooks, query scopes and an immutable PostgreSQL JSONB audit trail - no external services required.
